DR. Doom should have been 2 with Doc Oc at 3, and the terminator is an anti-hero, not villan.
it was on the show, i dont know. aanyway, vader is a good number 1. he is freakin evil.

I agree with GF, i should be on this list and I could easily destroy Vader, the only one who can defeat me is cloud, but that won't happen thrice.
Personally I reckon it would be impossible to create a complete list of the twenty best villians as there are so many out there. You would need a bigger range (Say 100) to get it right.
