I can get the bow but it doesn't come with arrows >:( I can't get bombs either!
Well, for bombs, you usually pick them up by defeating blue enemies.
For arrows, you don't actually obtain them; you use the Rupees you obtain and turn them into arrows. For every arrow that you use, you lose one Rupee.

However, I failed to mention something incredibly important: the only way the game will let you use your Rupees as arrows is if you buy arrows from a salesman. If you already did that, though, then you're good to go.
