If you had talked with Shad (i think that's his name) he would have told you the whole story. The Oocca created the Hylians, so It's likely that they created the temple of time as well.
Mabye they just knew the rod would open the way into their home city in the sky.
yes, they knew the whole thing. The old lady says that the rod and such was made so that the royal family could communicate with the Oocca.
