It's the raiden from MGS she said, I don't think he can control lightning. although I agree with the strategy, but if they do that Shikamaru will also be blown to bits. although they would still win.
I didnt know who to vote for, actually, they sound pretty evenly matched this time around. Ill just stick around and see how the voting turns out.
