I am the only person to have noticed this? Or am I a tad to late for having JUST figured it out?
She has red eyes, and the eye of truth is painted right on her forehead. Not to mention, in keeping with the "voluptuous" tradition she's rather er- voluptuous.

She's the fortuneteller in Hyrule Castle Town. At first, I couldn't recall who she was either, but I knew that the name rung a bell. ;)

What "voluptuous" tradition are you talking about? Impa didn't exactly have an impressive body, Sheik's a guy and Impaz isn't really an example of "voluptuousness" either.
I seriously doubt she's a Shiekah, red eyes isn't much to go on buddy.
No, not red eyes alone. But the fact she has the Sheikah symbol on her forehead makes it at least possible. And it really is the Sheikah symbol and not some random eye symbol.
Vaati had red eyes, and he had an eye symbol on his robes as a minish (it's in the cutscene of him putting on the Minish Cap.).
He is not a Sheikah; he is a Minish. Red eyes and eye symbols aren't much to go on, sorry. She probably just tattooed that on so people would think she's a Sheikah, then get more publicity for being one of the mysterious race of shadow beings.
Fisk, I've actually written up a theory postulating that Fanadi is playing at being a Sheikah for business.
However, it is the specific Sheikah symbol on her forehead, not just an eye symbol. Evidence goes either way.
Impaz, however, is Sheikah.

The problem with most people is that they disregard any differences and just consider each eye symbol the same. But there is a huge difference between Vaati's eye symbol and that of the Sheikah. Fanadi has the Sheikah symbol on her forehead, not some random eye symbol that could be from anywhere.
