And wouldn't they offer a higher bounty for someone if they were alive or are they too soft in the heart to kill somebody even though paying someone to kill someone is almost the exact same thing?

eg. 1 country invades another. the invaded country dosen't do anything and the invaders continue and it gets very confusing.
True but at least someone(the invading country) would benefit from all the confusion.
