I believe Tootsie Roll's website clarified this, and I think it was around 14,000 licks. You are going to have to check it out for yourself, but unfortunately I don't know the URL for the site and I don't remember where I saw the original link to it.

Dogs and wolves are related. And I felt the underside of a wolf's tongue also; I thought you would relate better to the dog example.
