If you want to consider it canon, by all means, go ahead.  But it seems to me that it contradicts the game.  Whichever is better for your story, though.

He did, but that beast didn't look like a mask.  And Oni wouldn't carve something he doesn't want to exist.  Unless he realized it was a mistake, and he tried to rectify his mistake.

Perhaps he didn't mean for it to be bad.  Take into account the story in the game.  Majora's Mask was used in hexing rituals, and that negative energy was put into the mask.  The mask gained a life of its own, and the negative energy made it evil.

Heh I just noticed something, if you look at the note from the Author at the beginning of the manga he explains that there was a tale somewhat similar to this which was intended to be released with the game, however it did not happen. The Author however was fortunate enough to see it and what is shown in the manga is his interpretation of it. It is an original story based on what the Author took from Majora's Mask.

Here's what I think, Majora was a dragon/demon that existed millions of years ago, rumour had it that its armour granted the wielder immense and destructive powers, as such many people tried to come and kill Majora.
After slaying every human in its world it laid dormant for millenia.
Suddenly a man whom I believe is Fierce Diety comes to Majora's world (Termina) from his own (Hyrule possibly?) Fierce Diety manages to put Majora to rest, upon its death he carves a mask from it's armour as a way of sealing it's evil away so it can never again cause destruction.

Some time after this Fierce Diety passes on and his soul is stored in a mask as a testiment to the great deed he had done. A dark tribe recovers Majora's mask and begins using it to practise dark magic, Majora awakens within the mask and begins using his new form to manipulate the mind of others. Majora through his followers steals the Fierce Diety's mask in an attempt to regain his honor...he holds that mask to this day.
