I can't seem to find the third house that the man builds .Please help me :'(

I don't think there is a third house.  I've been trying for myself for a while, and then my R button had to stop working, so I can't play any of my GBA games unless they're the from the Classic NES series.

We're talking about both here. Gorman builds in Hyrule Town in TMC.

He only makes houses for 2 oracles.

Yeah, it's a bit strange. He only builds 2 houses, even though he does mention his plans for a third house. My guesses are that's either to make you feel better, because you know the last one also will have a home in the near future, or they just didn't include it eventually for unknown reasons (might be me, but I don't think it would've been very hard to still create a third house). And it would be a nice reward when you finish the game, like the mirror shield is.
