Password Issues For New Users

I have recently noticed that several of my friends that wished to join the site were able to register, but unable to log on due to an error message stating that they "were using an incorrect password".  What is the reason for this?  They were all positive that they had it right, but it prevented them from doing anything...?

Hmm... A friend of mine just joined recently with no problem...

A different friend had the same problem.  He mentioned cookies.
