Who is Kaepora Gaebora?

In Zelda 2, the towns were named after the sages from Ocarina of Time. So in Ocarina of Time, every sage was one of the towns in Zelda 2, except Kasuto, which is a mystery in Zelda 2, and Kaepora Gaeobora is a mystery in OoT. I don't think that's just a coincidence, because Zelda 2 was made way before Ocarina of Time, so when they made Ocarina of Time they knew they were using the names of the towns from Zelda 2, but they left out Kasuto. Now Kaepora Gaobora is a sage, right? But he can't be Rauru since you see him. Kasuto had to be named after someone, and I would imagine it would be someone in Ocarina of Time because all the other sages were. It makes sense to me.

There was a town called Mido, but he isn't a sage.  And Kaepora Gaebora could be Rauru reincarnated; Rauru's spirit is in the Sacred Realm, and that's what we see.  And Kasuto hardly sounds like a name, except as a surname.

Kaepora Gaebora appear in the alternate future. He can't be Rauru.
