He was 10.
In the Japanese manga it says so.

OK, split time theory. In the end of OoT, LInk defeats GAnon as an adult. Why then kids wear green clothes when they are 12 and not, 17?  :)

Also, you can act like an adult when you're 12, but you still won't quite be an adult yet.  Maybe except for if your race's average life expectancy is 30 years, but that doesn't seem to be the case with Hylians.

Whether it's the child timeline or the adult timeline, he starts his journey as a child.
