I don't know.  You would have to beat out everyone else who wants to rule the world.  No Kokiri is ever going to rule Hyrule.  They do nothing but play and take care of Kokiri Forest.

Actually, Gorons and Zoras have opposable thumbs also.  It's just hard to tell with the graphics.  Take a look at the official art for OoT; you should be able to see thumbs.
