PH takes place a few months or so after TWW.  So it is possible for Tingle to be in it, but it's not like that's a bad thing if you actually look at Tingle's good points.

That, and his ability to provide maps of excellent quality.  And let's not forget his ability to keep a good sense of humor when the land he's currently in is in trouble.

And who doesn't love confetti?  Well, the people that have to clean up don't, but they don't count in this situation, especially since they're getting paid to clean it up.

Tingle is evil in this game. You rescue him, and every time a big power jewel thing appears he tries to steal it from you.

Yeah, which makes me laugh when he's really close to taking my big force gem, them I take it before he does, and he turns back around and moans sadly.

If you jump up with Roc's Feather and slash him, he falls down. Fun!

Wow! I never knew that, the next time I get the Roc's Feather, I should do that.
