well actually, I saw it here, then I checked a couple other sites. But after a little while, it's on everything. (including the walpaper, so it's not firefox.)

Something tells me something is wrong with your hardware itself. Has your computer been acting weird lately? Or has any part of it been damaged in any way?

Well, that might help... What kind of monitor is it, a CRT or LCD? That might have something to do with it.
