They're a job for Moogles in Final Fantasy Tactics A2; in Final Fantasy Tactics Advance they were called Gadgeteers.  All of their abilities are random; they can either effect your side or the enemy's side, be the end results good or bad.

Although it is quite funny when an enemy Tinker keeps on hasting your units instead of his own.
