Maybe because the Idea would've grow old and tame by now if they did.

The masks are also seen in TWW, remember. What does that mean?

I heard they were behind Carlov's counter in his figurine shop.  I don't think you can do anything with them, though.

They're just there as easter eggs. Just fun to come over... They're not there to do anything else.

But what does it meen for the history of the masks and Carlov's family?

Perhaps Carlov's family came from Termina.  Teh same with Zubora and Gubora; their names are on Phantom Ganon's sword I'm told (and I believe it, for reasons I will not disclose).

I believe that the ones in Hyrule (the masks must be in Hyrule if their in Termina, it is a mirror world) found their way into Carlov's ancestor's hands.
