When the topic first came up he was discussing the top AMERICANS, not presidents. Surely there are more than 100 Americans out there to choose from, unless my history books lied to me.

I wouldn't really call all of the others figureheads (though some certainly were), but Teddy was certainly one of the most effective as a leader.
