Mizuki, first seen in episode 1, wanted to obtain the scroll of forbidden jutsus, if memory serves. Later, he obtained power, and attacked a laboratory, only to get ingrediants to mix in a cave, and drink the power potion.

Mizuki then fought against Naruto and Iruka again, lost, and his body began to writher away. He lived, but can never be a ninja again. It was also revealed in the anime filler arcs, Mizuki is a henchman of Orochimaru.

It means Fire Release: Great Fireball Technique, which is Sasuke's fireball jutsu.
