Wheres Kefei??!!

Ok, well I was doing the Anju and Kefei quest and I got to the last part where you go to Sakon's hideout and meet Kefei behind the rocks. Well I got there and Kefei wasn't there! So at first I thought that it was because I delivered the priority mail to his mom myself, so just in case that was the problem, I gave it to the postman to give to her. So I did that and went to go meet Kefei and he still wasn't there! Does anyone know what I did wrong?
