Oh, just pointing this out, in WW, Tingle charges a lot, yes, but he actually steals in FSA.
He isn't evil, but he is frikking annoying and a theif. (Though actually no more than Link is. >_> At least Link can dress himself.)

Well, if you take into account what Link does, he would have numerous crimes to his name, let's name some:
Link has currently been charged for the following offences... ( From Uncyclopedia,with some edits)

Selling drugs without a licence.
Arson
Violation of private life and probably blackmailing
Robbery
Breaking and entering
Assault and battering
Cruelty to animals
Leaving his fish wife and kids without paying Dead-Beat-Dad money.
Political assassination
A million separate counts of murder
Blowing things up without a permit
Fishing without a permit
Digging without a permit
Stealing a time machine
Messing around with the space-time continuum
Being a general pain in the a**.
Vandalism
Littering
Indecent exposure
