I think that's already been guessed...Anju was my best guess, but now that that's been used...let's see...Disasters...I'm pretty sure you have to meet the windmill guy...besides, he doesn't help you afterwards...hmm...

Yeah, I checked, thanks for the help.  No, no correct answers so far.  The character is in the top hemi...square of the Hyrule map, if that helps.  Oh, and they're only really help-able at night, I believe.
