I think Mr. Owlly-Owl there is just the reincarnation of a regular sage. Not a huge sage like one the the Seven Sages, or the Earth or Wind Sages, but just a sage. He has magical powers and stuff, but he isn't very powerful. He's just a regular sage.

Also, has anyone else ever thought of asking him how many licks it takes to get to the Tootsie Roll center of a Tootsie Pop? (serious question)
