Actually... pretty much every post-1985 game console has had some form of region restriction.

NES had it in its cartridges -- the US versions used much larger carts with 72-pin connectors while the Famicom used 60-pin connectors. Converters are available for both.

The Sega Genesis and 32X both used carts that were shaped slightly differently than their European and Japanese counterparts, and the Sega CD had region-restriction coded into the games themselves, I believe.

The SNES had carts shaped differently in Europe and Japan than in the US, using rounded carts instead of the flat carts the US SNES used.

The N64 again used physical region-restriction on their carts.

The Saturn and PlayStation both used region-restriction that was coded into the games with a few exceptions. With the right program, though, one can easily change the region of a Saturn .iso to whatever region you desire. I've done this myself with a copy of Radiant Silvergun so it'll run on my US Saturn. I'm not sure how it works for sure, but I think it's a bit of hex that the system looks at to see what region the game is for, and if the game matches the system or is specifically region-free, it'll play it.

PS2 and Gamecube used coded region restriction. The Xbox was different -- it's technically region-free, but the developers had the option of implementing region-restriction if they chose. I don't think many did. I think both the PS2 and the Xbox are region-locked in terms of the DVDs they'll play, though.

The PS3 is region-free for PS3 games. PS1 and PS2 games are locked to whatever region your system is, as are DVDs and Blu-Ray discs. Not sure on the 360. The Wii is region-locked.

As far as I know all of Nintendo's handhelds are region-free and I'm pretty sure the PSP is, as well.

As far as I'm concerned, there shouldn't be region-locking.  If U.S. gamers get excited about an upcoming game, and Japan releases it everywhere but North America, then of course a large majority of those U.S. gamers are going to import the game.  And it would suck to find out that they spent all that money for a game their console won't play.  The whole thing might not even be an issue if Japan did a bit more research and found out what foreign gamers would be willing to play.  Look at Fire Emblem:  Nintendo put Marth and Roy into Super Smash Bros. Melee, and non-Japanese gamers instantly loved them, even though most of them probably never even heard of Fire Emblem before, and they started demanding a Fire Emblem game to be released outside of Japan.

Sorry, just had to say that.  Now to get back to boobs.

Well that sucks, DVDs and Blu-ray are region locked.

And for PS2 games, well lets just say I'm glad I never ordered Little Busters for the PS2 from Japan.

Region-restriction is stupid and pointless and I fail to see why any company continues to do it. All it does is encourage people to modify their game systems and void the warranties -- and while they've got the system open and the soldering iron hot, why not install a chip that lets them not have to buy a game ever again while they're at it?

Also, on the boobs topic, I doubt it'll pass, since it's one of Japan's favorite things, but Lolicon may be made illegal in Japan.

Or at least True lolicon, if the character is above 16, but still looks young, she's fine.
