I believe Tootsie Roll's website clarified this, and I think it was around 14,000 licks.  You are going to have to check it out for yourself, but unfortunately I don't know the URL for the site and I don't remember where I saw the original link to it.

Howl did lick it.  Have you ever felt a the underside of a dog's tongue?  If you did, you no longer have a hand; I did once and the acid in the salivia burnt my hand off. ;)
