Level it up.  Put it first on your roster so it's the first Pokemon out, and then switch it out; it'll gain some of the experience.  When it evolves into Kadabra at level 16, it'll learn Confusion.

Or, if you don't want to wait that long, teach it a move via a TM.  Just don't teach it Psychic through a TM, since it'll learn it at level 40.  Sure, it'll know it sooner, but that would be a waste of a TM.

No, they don't.  Once you encounter them, they will stay and fight.  You might be confusing them with Raikou, Entei, and Suicune, possibly because all three of them appeared together in FireRed and LeafGreen.

As an added bonus, to get the chance to catch Raikou in FRLG, choose Squirtle as your starter.  Choose Bulbasaur to see Entei, and choosing Charmander will give you Suicune.
