Well then, your English teacher is wrong.

Yes, dead wrong; I is a nominative pronoun, and me is objective. Since the pronoun follows a preposition, it is an object of a preposition, and must, therefore, take on the objective case.

Wait, I just thought of something. Actually, "You wish you were as cool as I," does make sense because the linking verb am (or whatever form of be fits the scenario) is understood because the sentence is making a comparison (comparisons often omit words), making I the subject of a clause and ensuring that it should be of the nominative case.
